A Long Island dog breeder left 23 animals in freezing cold, cramped, feces-filled kennels and ignored vaccination and state care requirements, authorities said Friday, March 13.
John Kowal, owner of Blue Ribbon Puppies in Manorville, was arrested on 23 counts of misdemeanor animal neglect, the Suffolk County District Attorney’s office said.
Kowal, 57, of Manorville, received an unannounced visit from state inspectors on Feb. 24, who documented numerous violations at his facility, prosecutors said.

John Dematteo, 58, stole 14 checks beginning in August 2025, the Suffolk County Police Department said.
One victim, an 86-year-old Bay Shore woman, lost $17,315 when Dematteo stole 12 of her checks, police said. The second victim, a 73-year-old Patchogue woman, had $3,414 stolen when Dematteo washed two of her checks, investigators said.
