Newly-released bodycam footage shows the arrest of a Morristown councilwoman for DUI in Denville last month. Toshiba Foster, 50, of Parsippany, was charged with DWI, reckless driving, careless driving, and operation of an unregistered vehicle on Sept. 6, records show. A middle school in Parsippany was briefly placed under lockdown on Wednesday morning, Sept. 17, after a student made comments about a possible weapon, authorities said.
