A Newark man has been charged after police say he struck a woman with his vehicle outside Delaney Hall during a Father's Day vigil Sunday evening, June 21. Detectives identified Thomas K. Brown, 38, of Newark, as the driver accused of hitting the woman outside the immigration detention facility, Newark Public Safety Director Emanuel Miranda Sr. announced. As of Tuesday, June 23, dog owners in West Hartford must keep their pets on a leash while on all town-owned property, as the Town Council unanimously adopted a townwide leash ordinance at its meeting.
