Waterbury resident Nelson Torres, 49, was identified by police as one of two people that fell into the water at the Scoville Reservoir in Wolcott on Sunday, Aug. 25.  According to WFSB, he was reaching over to his fiancé in a second kayak when he suffered a medical emergency, knocking him and a woman into the water.
