Monticello Man Nabbed With Unlicensed Handgun A traffic stop for a registration suspension led to the arrest of a Monticello man for possessing an unlicensed handgun, according to the Sullivan County Sheriff's Office. Andre Miller, 47, was arrested after being stopped about 12:15 p.m., Friday, Dec. 29, by a deputy after receiving a "hit" from a license plate reader indicating that the vehicle had a suspended registration to an insurance lapse, said Undersheriff Eric Chaboty.
