Javon Bragg, 23, of Pittston, Pennsylvania, was charged with public indecency after being arrested around 7 p.m. Monday, said Sgt. Paul Guzda. The incident took place around 12:30 p.m. Thursday at the Weed Memorial Library on Hope Street in Wingdale, said Stamford Police Sgt. Brian Butler.
